As far as I've ever heard, the answer is "no". You can hurt your own ranking by linking to sites that have been penalized by the search engines, but no one can hurt you by linking to you. Since the links that point to your site are not under your control, it wouldn't make sense to allow people to hurt other sites by linking to them. Can you imagine what would happen if inbound links could hurt a site? People would be doing everything they could to get their competitors' sites penalized. Search engines would be foolish if they made that possible.
